Manteo is located on Roanoke Island, part of the Outer Banks of North Carolina. This festival will be walkable. There is lodging located on the Island and downtown. Downtown you'll find, shops, a theater, restaurants, and local eateries. November is the off-season so things will be a little less crowded and the pace will be a little slower. 

The weather in November can be unpredictable, but temperatures are usually in the 70s during the day and the 60s at night.
